Job Summary/Basic Function
Clarion University seeks applications for a full-time, regular status-continuing appointment Executive Director of the Northwest PA RuralAIDSAlliance (NWA).

This position is unique as in the Director will share his/her time between our offices 位于号角和伊利 . The candidate that is chosen will determine where the Director’s home office will be located.

Distinguishing Features of this Position:
The Director’s primary responsibility is strategic planning for the Northwest PA RuralAIDSAlliance as an agency of Clarion University of Pennsylvania to include providing leadership in both clinical and non-clinical healthcare functions. The Director must provide leadership in the establishment of integrated healthcare teams and models with the goal of achieving superior health outcomes and long-term sustainability. The Director must be a multifaceted leader with the ability to interact successfully with professionals across a myriad of disciplines, industries, and political orientations. The Director should be well versed in all aspects of healthcare and play a leading role in the surveillance of local, state, and national healthcare trends and opportunities. The Director is responsible for networking with community agencies throughout the agency’s 13-county service area in order to access all possible medical and non-medical resources for its patients/clients. The Director will be in direct communication with university administration and faculty to ensure the mission of the Alliance is in alignment with Clarion University which includes being a healthcare partner in the struggle against the treatment ofHIVandAIDS. With respect to Clarion University this includes identifying opportunities for assisting with the development of academic curriculum, informational programming, and topics for research to promote healthcare excellence.
The Director is responsible for providing leadership, oversight and coordination of all Northwest Alliance programs and services to include medical and non-medical assistance. The Director is accountable for ensuring that the agency’s programs/activities are performed in accordance with the contractual requirements between the granting agencies such as the PA Department of Health (PADOH) and the federal Health Resources and Service Administration (HRSA). The Director is responsible for leading the evaluation of the impact potentials of current and upcoming legislative or programmatic changes surrounding social services and/or healthcare that may have a direct influence on the mission and vision of the NW Alliance. The Director must be a leader who is able to navigate both the current political environment surroundingHIVandHCVtreatment and funding, as well as understand the importance of networking and partnerships throughout the region and across the state. Other responsibilities include identifying and developing program expansion and grant opportunities, writing proposals and subcontracts, conducting requests for proposal process and monitoring programmatic activities. The Director plays critical leadership role as the primary liaison between the funding entities, Clarion University, and the Northwest Alliance.
Professional Competencies:
Primary Leadership Roles:
· Provide educational resources to the healthcare teams to ensure compliance with allHIPPAprivacy rules.
· Empower healthcare staff to seek out educational opportunities to ensure that the quality of care of the agency meets or exceeds industry standards of care.
· Provide leadership in the establishment and implementation of clinical and non-clinical objectives that are consistent with the Ryan White Program legislation and reporting requirements.
· Provide direct leadership and oversight of the recruitment requirements and standards for subcontracting physicians and in the development of clinic schedules and coverage.
· Assume full responsibility for identifying, writing, and submitting grants and proposals and for identifying Part C Ryan White Program Early Intervention and Capacity Building opportunities.
· Provide leadership and oversight in Quality Management and reporting.
· Maintain established relationships with key administrators within the PADOHandHRSAto coordinate and ensure the provision of all healthcare services necessary to address the full continuum ofHIVcare.
· Develop monitoring strategies in order to comply with changes in the healthcare industry and to identify and seize relevant growth opportunities.
· Provide leadership, strategies, motivation and training in the establishment and reinforcement of truly integrated healthcare delivery teams.
· Establish and maintain strong working relationships and professional networks (both internally and externally) in order to facilitate the evolution of the agency’s mission and vision.
· Provide leadership and training of fiscal administrators to ensure the accuracy of financial reports and to develop budget strategies in the process of effective grant management.

Key Administrative Roles:
  • Seek out opportunities for the Northwest Alliance to become a premier specialty healthcare provider throughout the northwest region of Pennsylvania.
  • Prepare grant proposals in coordination with the department leaders.
  • Direct and manage program expenditures with the assistance of the Finance Administrator.
  • Represents Clarion University, acting in partnership with the Northwest Alliance, at all fiscal agent, planning, and evaluations and other meetings as required by the PADOH, Federal Government and other grantors.
  • Meet all reporting guidelines established by the PADOHand other funding sources.
  • Develop and advertising Request for Proposals (RFPs) for subcontracts.
  • Prepare contract language for all subcontracts to be reviewed and signed by the Vice President of Finance and Administration and Legal Counsel.
  • Ensure that agency job descriptions are developed, performance evaluations are conducted at least annually and that sound human resource practices are in place.
  • Sees that an effective management team, with appropriate provision for succession, is in place.
  • Encourage staff development and education and assists program staff in relating their specialized work to the total program of the organization.
  • Maintain a climate which attracts, keeps, and motivates a diverse staff of high performing professionals.
Focused Programmatic Roles:
  • Responsible for the direct leadership development and management of the i) Assistant Directors, ii) Supervisor of Clinical Operations, iii) Finance Administrator, iv) Supervisor of Medical Case Management, v) Coordinator of Consumer Services, vi) Coordinator of High Impact Prevention, and vii) Office Managers.
  • Presents and communicates agency mission/vision, healthcare delivery model, accomplishments, future goals, etc. at conference and to other key stakeholders.
  • Lead role in supporting departmental staff members in program management activities.

  • Significant experience in non-profit management and networking with government agencies and healthcare entities preferred. Consideration will be given to individuals with increasing responsibilities.


Required Qualifications
Must have:
  • Minimum of Bachelors degree in business, medicine/health care, or related fields of study. Advanced degree preferred.
  • Minimum of 10 years experience in non-profit management.
  • Ability to travel to all related sites.
